1 – Introduction 

1.1 These General Accreditation Terms and Conditions (“Terms and Conditions”) apply to the Glasgow 2026 Commonwealth Games (the “Games”) and govern the entire process of applying for, issuing, holding and using any accreditation issued for the Games. 

1.2 The Accreditation Programme is operated by Glasgow 2026 Limited (SC823885), whose registered office is at 95 Bothwell Street, Glasgow G2 7HX (“Glasgow 2026”), acting on behalf of the Commonwealth Games Federation (“CGF”). All accreditation passes remain the property of Glasgow 2026 and/or the CGF at all times. 

1.3 These Terms and Conditions apply to all individuals requiring access to specified Games venues, zones or controlled areas (“Venues”) in order to carry out an approved role at the Games. 

1.4 By submitting an Accreditation Application or by using, attempting to use or being in possession of an Accreditation Pass, each Applicant or Accredited Party acknowledges that they have read, understood, and agreed to be bound by these Terms and Conditions, and all associated policies, including but not limited to the Glasgow 2026 Venue Entry Conditions, health and safety rules, security procedures, and all CGF policies. 

1.5 The rights and obligations arising under these Terms and Conditions are strictly personal, non-transferable, and may be revoked at any time by Glasgow 2026 and/or the CGF. 

1.6 These Terms and Conditions come into effect when an Application is submitted. 

  

2 – Accreditation Application 

2.1 Applications may be submitted either by an individual Applicant or by an authorised Accreditation Liaison Officer (“ALO”) acting for a Responsible Organisation. The ALO must have actual authority to bind the Responsible Organisation and all Applicants for whom it submits Applications. 

2.2 The Responsible Organisation must provide all required undertakings before submitting any personal information on behalf of an Applicant and have completed the Responsible Organisation Undertaking.  

2.3 Applications relating to minors must have parent/guardian consent for information use in accordance with the Privacy Policy. 

2.4 Only one Accreditation may be issued per individual. Personalised accreditations are non-transferable and cannot be used by anyone other than the intended applicant.  

2.5 Applications must be submitted through the official online accreditation portal within the deadlines notified by Glasgow 2026. 

2.6 Incomplete or inaccurate applications may be rejected. 

2.7 Applicants must only request Accreditation for their actual Games-related role. 

2.8 Applicants must provide valid proof of identity. 

2.9 By submitting an Application, each Applicant confirms that they accept these Terms and Conditions and consent to a security risk assessment.  

2.10 Where submitted by an ALO, the ALO confirms authority to submit data and is responsible for its accuracy. 

2.11 Glasgow 2026 manages Applications on behalf of the CGF. 

2.12 Personal information may be used as described in Clause 8 and the Privacy Policy. 

 

3 – Approval, Issue and Revocation of Accreditation 

3.1 All Applications may be subject to security screening by authorised third parties. Glasgow 2026 may refuse any Application and is not required to disclose reasons, in accordance with the below clauses 3.10 to 3.16. 

3.2 Glasgow 2026 and/or the CGF shall determine whether Accreditation is granted and may amend, restrict, or revoke access rights at any time. 

3.3 Successful Applicants will be notified via their ALO. 

3.4 Accreditation Passes must be displayed at all times in controlled areas. 

3.5 Accreditation Passes are personal and non-transferable. 

3.6 Accreditation Passes must be collected in person upon presentation of valid identification, as set out below:

Proof of address: Where proof of address is required, provide a copy of one of the following:   

  • Utility Bill* - Dated within last 3 months showing current address   
  • Bank Statement - Dated within last 3 months showing current address  
  • Council tax statement of account/demand or Rental Agreement (current year only).   

*Examples of Utility Bills: Electricity, Gas, Water, Land-line Telephone, Council Tax 

Please Note:  

  • Successful Applicants need to present the physical photo ID that was submitted in their accreditation application;  
  • All ID documents should be valid until 3 August 2026 (except birth certificate). 

 

3.7 Accreditation may be revoked or suspended for reasons including but not limited to: 

3.7.1 breach of these Terms and Conditions;  

3.7.2 submission of false information;  

3.7.3 misuse of the Accreditation Pass;  

3.7.4 unauthorised filming;  

3.7.5 ambush marketing;  

3.7.6 betting or corruption offences;  

3.7.7 unauthorised zone access; and  

3.7.8. disorderly conduct. 

3.8 Lost or stolen Accreditation Passes must be reported to an accreditation facility within 12 hours. Replacement may incur a fee. 

3.9 Requests for replacement or substitution of Accredited Parties must be submitted in writing. 

Security Vetting and Refusal of Accreditation 

3.10 Accreditation is conditional upon the Applicant successfully completing any security, identity, background or suitability checks required by Glasgow 2026 and/or the CGF (together, the Vetting Process). 

3.11 The Vetting Process may be carried out by Glasgow 2026, the CGF and/or one or more third-party vetting providers, law enforcement agencies or other competent authorities. Glasgow 2026 and/or the CGF may rely on the recommendations, assessments and/or determinations of such third parties when considering an Application. 

3.12 Where an Application receives a negative, adverse, inconclusive or incomplete outcome in the Vetting Process, or where an Applicant fails to provide information required for the Vetting Process within the timeframe specified, Glasgow 2026 and/or the CGF may, in their sole and absolute discretion, refuse or withdraw Accreditation. 

3.13 Glasgow 2026 and/or the CGF are not obliged to disclose the reasons for any refusal, limitation or withdrawal of Accreditation arising from the Vetting Process, including where such reasons relate to confidential security assessments, law enforcement information, or third-party vetting criteria. 

3.14 An Applicant acknowledges and agrees that: 

  • successful completion of the Vetting Process does not guarantee Accreditation; 
  • failure or refusal in the Vetting Process does not imply guilt, wrongdoing or criminal liability; and 
  • Glasgow 2026 and/or the CGF shall not be liable for any loss, cost or damage arising from the refusal or withdrawal of Accreditation following the Vetting Process. 

3.15 Glasgow 2026 and/or the CGF may, but are not obliged to, permit an Applicant to submit a request for reconsideration of a vetting-related refusal. Any such request must be submitted in writing within the timeframe specified by Glasgow 2026 and will be considered solely at Glasgow 2026’s discretion. No appeal or reconsideration process is guaranteed. 

3.16 Decisions taken in connection with the Vetting Process are final, subject onto any mandatory rights available to the Applicant under applicable law. 

  

4 – Use of Accreditation 

4.1 Accreditation authorises access only to designated venues, zones, transport, dining areas and time periods. Access may be withdrawn at any time. 

4.2 Accreditation does not guarantee a spectator seat or view of any Games session. 

4.3 Accreditation must be displayed and produced for inspection upon request. 

4.4 Accreditation Passes may not be sold, transferred or used jointly. 

4.5 Accreditation must not be used for illegal, commercial or unauthorised purposes. 

  

5 – Security, Safety and Conduct 

5.1 Accredited Parties must comply with all Venue Entry Conditions, health and safety rules, and instructions from authorised personnel. 

5.2 Failure to comply may result in refusal of entry, ejection, or revocation of Accreditation. 

5.3 Any equipment capable of capturing still images, moving images, or recordings may be inspected.  

5.4 Intoxicated or drug-impaired individuals will be denied entry or removed. 

5.5 Accredited Parties enter Venues at their own risk. To the fullest extent permitted by law, Glasgow 2026, the CGF, venue owners, and Authorised Persons accept no liability for injury, loss, or damage. 

5.6 Prohibited conduct includes: 

5.6.1 possession of prohibited items;  

5.6.2 unauthorised demonstrations;  

5.6.3 commercial sales or marketing without permission;  

5.6.4 unauthorised access to zones;  

5.6.5 threatening, abusive, discriminatory, or disruptive behaviour;  

5.6.6 ambush marketing;  

5.6.7 unauthorised filming;  

5.6.8 gambling, corruption, or attempting to influence competition; and  

5.6.9 unauthorised interactions with athletes or officials. 

 

6 – Image Rights and Recording Restrictions 

6.1 By applying for and using an Accreditation Pass, each Accredited Party irrevocably licenses to Glasgow 2026, the CGF, all Commonwealth Games Associations (CGAs), and all commercial partners the right to use the Accredited Party’s image, name, likeness, voice, performance, and signature (“Image Rights”) worldwide, in perpetuity, for all commercial and non-commercial purposes relating to the Games and the Commonwealth Sport Movement. 

6.2 All broadcast rights remain exclusively with authorised rights holders. 

6.3 Any photographs taken or other recordings of sounds or images made by an Accredited Party in an accredited area (except for the Accredited Party with a Media or Broadcast Accreditation for whom the provisions of the Media Terms and Conditions apply) may be used only for private and personal, non-commercial and non-promotional purposes.  

Apart from private and personal, non-commercial and non-promotional purposes, i.e. to the exclusion of any commercial purposes, the Accredited Party must not publish or broadcast at any time, over the Internet, on radio, on television and/or on any other form or type of media, whether current or future, any sound, image, description or result and/or statistics of a match (whether wholly or partly), including any content of this kind created, recorded or captured as a still or moving image by mobile phones or by any other form of wireless and/or portable terminal, nor aid or abet any other person in engaging in such activities. 

6.4 Personal recordings in non-competition areas may only be made for strictly private, non-commercial use unless written approval is granted. 

6.5 Posting images of Accreditation Passes online is prohibited. 

6.6 Accredited Parties must not engage in ambush marketing or any activity that infringes commercial rights. 

6.7 Accredited Parties must not use Games-related content, footage, or imagery in any way that implies unauthorised commercial association. 

  

7 – Breach and Remedies 

7.1 Glasgow 2026 and/or the CGF may take any action they consider appropriate in response to a breach, including warning, suspension, or revocation.  

7.2 For serious breaches, Accreditation may be revoked immediately. 

7.3 Glasgow 2026 and/or the CGF may pursue legal remedies. 

7.4 No liability shall be owed to an Accredited Party whose Accreditation is revoked. 

  

8 – Data Protection 

8.1 Personal information is processed in accordance with the Glasgow 2026 and CGF Privacy Policies. 

8.2 Data may be transferred internationally as required for Games operations, including to CGAs and security authorities. 

8.3 Accredited Parties may exercise their rights of access, correction, and deletion as described in the Privacy Policies.  

8.4 Applicants warrant that information provided is accurate and complete. 

  

9 – Amendments, Severability and Governing Law 

9.1 Glasgow 2026 and/or the CGF may amend these Terms and Conditions at any time.  

9.2 If any provision is found invalid, the remaining provisions remain in effect. 

9.3 These Terms and Conditions are governed by Scots law. The Scottish courts have exclusive jurisdiction. 

 

 

 

 

 

 

Schedule 1 – Definitions 

“Accreditation” – A personal, non-transferable right of access to designated Games Venues for the duration and purpose authorised. 

 Accreditation Pass” – The physical or where applicable digital proof of accreditation. 

 Accredited Party” – Any individual granted Accreditation. 

 Applicant” – Any person applying for Accreditation. 

 Application” – An application submitted for Accreditation. 

 ALO” – Accreditation Liaison Officer authorised to act for a Responsible Organisation. 

 Authorised Person” – Glasgow 2026 staff, CGF staff, venue operators, security, police, emergency services and anyone designated as having authority. 

 CGA” – Commonwealth Games Associations. 

 CGF” – Commonwealth Games Federation, known as Commonwealth Sport. 

 Games” – Glasgow 2026 Commonwealth Games. 

 Image Rights” – All rights relating to name, image, likeness, voice, performance and signature. 

Responsible Organisation” – Any organisation submitting Applications for its individuals. 

Responsible Organisation Undertaking Form” – the form to be completed by any organisation submitting Applications for its individuals, to be returned to Glasgow 2026.  

Venue” – Any area under control of Glasgow 2026 requiring accreditation access, including but not limited to the SEC, any relevant Glasgow Life site and non-competition venues where appropriate. 

Venue Entry Conditions” – All entry rules and regulations applicable to Venues.
